This company cannot create automations over a portfolio: either it has not been granted the accounting-practice module, or it is not the owner of its account. The portfolio is represented by the account owner, so an additional tax ID of the account never has a portfolio of its own.

What to do
Read GET /v1/companies/{company}/automations/catalog: the «scopes» section states whether the portfolio scope is available and why it is not. If the module is missing, add it; if the company is not the owner of its account, create the automation from the owner's company.
