Cause
A vehicle plate does not match a Spanish format (current, old provincial, trailer R, special E or historic H; Spanish plates have no vowels) nor a foreign plate of 2 to 12 alphanumeric characters with its country.
What to do
Correct the plate, or set its country in tractor_plate_country or trailer_plate_country when it is foreign.
