invoice_without_retained_presentation
An invoice of the quarter has no retained document presentation (it predates capture or was never initialized), so it cannot be included in the quarterly package. It appears as `error_code` in the `failures` of the quarterly ZIP manifest, where the invoice is left out, and as the subcode of a business rule violation in the quarterly email.

Cause

What to do
Download the quarterly ZIP and read the failures of its manifest to see which invoices were left out; the rest of the quarter is delivered normally. Report the request_id and those invoice ids to support so their presentation can be restored, then repeat the download or the email.
