The balance compared is the AGGREGATE of every surface that stores bytes — vault, contract PDFs, company branding, parcels, packs, purchase attachments, certificates, bank statements and delivery-note signatures — so the disk may be full because of a surface other than the one you are using.

What to do
Free space by deleting files you no longer need, or increase the contracted capacity. Retrying without doing either will fail again: unlike upload_in_flight_budget_exceeded, occupied space does not free itself over time.
