Cause
The user given as assignee is not a member of the company. A non-existent user, one from another company or one without membership all answer the same, so that other accounts are not revealed.
What to do
Take assignee_id from the company's user list (GET /v1/users); if the person does not have access yet, invite them to the company before assigning tasks to them.
