These two tasks already have a relation of the same type, in either direction. Repeating it would add no information, so a second one is not created.
What to do
Check the relations with GET /v1/tasks/{task}/relations: if the existing one points the wrong way, delete it and create it again with the right task in target_task_id; if it is already the one you wanted, there is nothing to do.
