Cause
The document cannot be emailed: it is not issued or closed, there is no recipient (no to and the carrier contact has no email), or to, cc and bcc add up to more than 5 addresses.
What to do
Issue the document first, send at least one address in to and keep the three lists within 5 addresses in total.
