The shop did not answer: the request timed out, the transport failed, or its hosting returned an error of its own. What is failing sits upstream, in the merchant's installation, not in the platform and not in the credential.
What to do
Check that the shop answers from the outside and that its hosting is not in maintenance mode, then run the connection test again: this is the only one of the three outcomes worth retrying. If it answers in a browser but not here, review the hosting firewall or country filter, which often blocks requests that do not come from a browser.
